WRIGHT -- Makes provision for the allocation of preservation power by the power authority of the state of New York
WRIGHT -- Expands the scope of criminal tampering in the first degree to include conduct intended to interfere with a person's ability to obtain certain services
WRIGHT -- Provides that plumbing inspectors for the city of Watertown shall be citizens and actual residents of the county wherein the city is situated
WRIGHT -- Relates to real property tax credit for volunteer firefighters and members of volunteer ambulance companies
WRIGHT -- Authorizes the designation of a snowmobile trail within the right of way of a portion of state route three in the county of Oswego

WRIGHT -- Provides that the justice of a local criminal court in the county of Jefferson may hold court anywhere in the county for the purposes of arraignments and appearances
WRIGHT -- Establishes a procedure for the approval increasing transfer capability of existing electric transmission lines
WRIGHT -- Authorizes the city of Oswego to offer certain retirement benefits to firefighters and police officers
WRIGHT -- Requires telegraph and telephone corporations to charge religious organizations residential rates
WRIGHT -- Enacts the "modem hijacking deterrence act": authorizing civil actions for damages, injunctions, civil penalties, and attorneys' fees
WRIGHT -- Forbids owners of multi-tenant buildings to discriminate against telephone companies in physical access to the property to install equipment and provide services
WRIGHT -- Provides that cemeteries shall not refuse or deny the right of burial due to closure during the winter months or any other time of the year
WRIGHT -- Grants service credit to members of public retirement systems called to active military duty on or after September 11, 2001
WRIGHT -- Changes certain references to nuclear facilities previously owned by the power authority of the state of New York
WRIGHT -- Provides that assessments against nuclear electric generating facilities shall cease no later than the end of the state fiscal year ending March 31, 2004
WRIGHT -- Enacts the "wireless telephone consumer protection act"
WRIGHT -- Relates to simplifying execution requirements of state agency permit and license applications
WRIGHT -- Imposes a penalty on a public utility for violation of gas safety provisions which causes significant damage to real property or is a repeat violation
WRIGHT -- Authorizes and directs the commissioner of motor vehicles to develop and implement procedures and technologies to utilize the internet to facilitate transactions
WRIGHT -- Relates to the contracts of the Onondaga county water authority with the town of Hastings, county of Oswego
WRIGHT -- Provides that campus rules and regulations may provide that any veteran attending the state university as a student shall be exempt from certain motor vehicle fees
WRIGHT -- Designates civil enforcement officers employed by Jefferson county sheriff's office as peace officers
WRIGHT -- Provides that military personnel stationed in this state shall be eligible for tuition assistance under the tuition assistance program
WRIGHT -- Provides for the transfer of certain functions and employees from the division of state police to the office for technology
WRIGHT -- Provides that the definition of search and rescue team includes voluntary and municipal teams and specialized teams to include volunteer teams
WRIGHT -- Designates search and rescue team, emergency rescue and first aid squad and specialized team emergency vehicles as authorized emergency vehicles
WRIGHT -- Permits municipalities or public authorities to participate or enter into agreements relating to financing of an energy performance contract
WRIGHT -- Identifies activities involved in excavation and increases penalties for failure to comply with duties of excavators
WRIGHT -- Provides for the payment of a relocation allowance to certain employees of the department of correctional services
WRIGHT -- Relates to certain requirements for certification of utility system contract workers
WRIGHT -- Authorizes the issuance of distinctive license plates for emergency management volunteers
WRIGHT -- Provides that members of local chapters or lodges of certain not-for-profit corporations or benevolent orders shall be deemed members of other local chapters or lodges
WRIGHT -- Establishes a state energy planning board to create a state energy plan, and establishes a process for the siting of major electric generating facilities
WRIGHT -- Expands the applicability of offenses against computers by including definitions of "access" and "computer network"
WRIGHT -- Accelerates the approval of the public service commission of acquisition and transfer of stock in telephone or telegraph stock; repealer
WRIGHT -- Makes electricity reimbursements and contract extensions under power for jobs program subject to additional commitments established by the power allocation board
WRIGHT -- Enacts the capital financing program for the support of public television broadcasting in New York
WRIGHT -- Prohibits companies from switching a customer account to another company without such customer's express consent
WRIGHT -- Relates to energy efficiency and clean energy initiatives
